| Pre-feasibility | Council have identified a proper landfill site and worked on Environment and Social Impact Assessment on the area. The local collects refuse from its 2600 properties and levies refuse rates. Project economics: The local authority generates its revenue mostly through collection of rates through various services rendered to the locals within its jurisdiction in accordance with section 99 of RDC Act. During the life span of the project the local authority will benefit from the landfill through its rate payers , companies that will be collecting recycle-able waste and companies harvesting gas.
